The ones we use at our houses are normally circular or ovular in shape to cover it all around, different from the public ones, which have a gap in front of the seat that renders it to be U-shaped.

This requirement was first introduced in the American Standard National Plumbing Code back in 1955 and was meant to be adopted by most of the U.S authorities. Since then, all the public toilets had a cut in front of the seat.
